History of Certificate IV in Training and Assessment
2020
The Education IRC remained silent all year. It was concerning that no Skills Forecasts for the TAE Training Package was developed. As the 2020 year comes to an end, there is a rumour that the IRC may start reviewing the TAE Training Package soon. It normally seems to operate in secrecy – so the IRC may have already started a review and overhaul of the TAE Training Package.
Here are some background to proposed changes and proposed non-changes to the TAE Training Package, so far.
June 2019
AISC approved the Skills Forecasts for the TAE Training Package. No projects for 2019-20 were proposed. (Reference: AISC Communique – 5 June 2019 meeting)
It was too early to contemplate changing the TAE Certificate IV qualification because it wasn’t going to be fully implemented until 1st July 2019. I believed that we should wait at least 12 months to let the VET system respond, and then conduct a review. This review would provide the evidence needed to support further changes, if change is required.
The webpage for the Education IRC continued say that is proposed to change the TAE Certificate IV qualification by April 2020.
March 2019
I published another five LinkedIn articles highlighting the problems with the proposed changes to the TAE Training Package, and suggesting solutions.
February 2019
The Education IRC and PwC’s Skills for Australia released a revised Industry Skills Forecast and Proposed Schedule of Work. It was better written than the document released in April 2018. It was based on false assumptions. And it was basically proposing to change the Certificate IV in Training and Assessment. The PwC’s Skills for Australia remains unchanged; it still states the intent to change the Certificate IV in Training and Assessment by April 2020.
December 2018
PwC’s Skills for Australia is seeking feedback for two new TAE units:
- TAEXDB401 Plan and implement individual support plans for learners with disability to be included in electives of TAE40116 Certificate IV in Training and Assessment
- TAEXDB501 Develop and implement accessible training and assessment strategies for learners with disability to be included in electives of the TAE50116 Diploma of Vocational Education and Training and the TAE50216 Diploma of Training Design and Development
October 2018
The ASQA Regulatory strategy 2018-20 was released. In the middle of page 8, it says that a review of the TAE is being undertaken by the relevant Skills Service Organisation (PwC’s Skills for Australia), and this review is expected to be completed in 2020. And the Education IRC’s web page has continued to say that changes to the TAE Training Package are expected to be completed in 2020 (four years after TAE40116 was released).
September 2018
I heard a rumour that the Education IRC and PwC’s Skills for Australia were going to proceed with making changes to the TAE Training Package without approval by the Australian Industry and Skills Committee (AISC). Where will funding for these changes come from?
August 2018
The AISC did not approve the proposed work to change the TAE Training Package.
June to July 2018

I have requested a copy of the document that will be considered at the August AISC meeting, and subsequently received the following email from PwC.
Thank you for your contribution to the recent TAE Case for Change and 2018 Education Industry Skills Forecast and Proposed Schedule of Work. We appreciate your comments and the consideration given to the future state of the Training Package and the role the TAE will play in the broader VET system.
The 2018 Education Industry Skills Forecast and Proposed Schedule of Work (with the Case for Change encompassed within it), has now been submitted to the Department of Education and Training for consideration at the August AISC meeting. In the event the Case for Change is supported by the AISC, we will commence the Case for Endorsement phase of work, with significant consultation planned for 2018 and 2019.
The Education Industry Reference Committee (IRC) will guide the consultation process, however, there will be a range of opportunities for involvement throughout this period and we welcome your engagement.
